France represents the strongest prewar international opposition to Germany and by the time the war started China was already at total war with a country in the axis. Only real candidates are chuddy Mediterranean countries that would otherwise be territorially threatened by Italy. Of which Yugoslavia is the best candidate. Only other real contenders are even more irrelevant like Albania and Greece.
