A little of both. If you are managing a business, it is literally your job to think, to learn, to read market news, to develop new skills, to question whether rearranging the factory floor will increase productivity, hiring practices, whether to take on more employees to offset the risk of one being sick, to anticipate and size up risks, to figure out whether any shipments and a small warehouse is more economical than a large warehouse and few shipments. On the other hand, it is not a strict scientific theorem, it is more like a general observation, a suggestion.
The "growth mindset" is a made-up, corporate buzzword used to describe the real phenomena of growing your skills and capability. The buzzword is a means of achieving three things. Firstly, it gives HR roasties a subjective criteria to weaponise, and you'll never pass a purity test somebody wants you to fail. Secondly, it's a commonly understood term that gives marketers a mechanism to sell dumb niggercattle shit they don't need. Thirdly, it makes everybody in society fatter, gayer and more stupid the more it is used.
