>Carter remains the only president to serve a complete four year term without having appointed a Supreme Court Justice and not for lack of effort, either. Concerned about his reelection chances in 1980, he pressured Thurgood Marshall to retire from the Court so he could appoint a younger justice in the event he lost the election. The 71 year old Marshall was not ready to retire yet and abruptly refused. He would end up serving on the Court until 1991.
