Roman society was made up of a huge host of cultures and ethnicities who were all bigoted toward anyone who was different, and all under the sway of a dominant ethnocultural caste. Where he's almost right is that civic membership mattered a lot. What that means is wholly assimilating into the dominant culture, which was Latin, and "passing," and serving that caste.
