The Finns fought hard, and what they had just wasn't worth that fight, even though Finnish defences were breaking by the end of the Winter War. Long-term the Soviets got their islands, their Petsamo nickel and their Petrograd buffer, while the Finnish government remained friendly to Soviet interests and kept themselves out of the western sphere and NATO. And some may have held naive beliefs about the inevitability of revolution in Finland.
