It referred originally to a view of rights. Rights existed before it but it took a different view of them. In the 17th century John Locke, Montesquieu, Adam Smith, and Immanuel Kant together developed an idea centered on personal freedom and constitutional government. It arose partially because of the Protestant reformation and the attempt for Protestants to create multiple unique states and governments. In this sense, it became seen as a kinda anti-domination and view of individual right with social coopreration. It involved a rejection of mercantilism and arbitrary state power basically outside of some coordinated good.

The etymological root means "free," but also "child," "people" and "to grow." To me, that suggests that liberalism is about allowing people to exist as children, who are bound to make mistakes and injure themselves, but also learn and mature in their own ways in the process. This also means modern education and the media aren't liberal institutions in the slightest, since these institutions control information for the purpose of pushing their own ideological and moral views onto people.
