All of the major tablet manufacturers offer a mobile option, they run Android or Windows, but I haven't heard of any that match the iPad's quality. The biggest iPad complaint I've heard is that drawing on a glass screen feels weird, so try and find a store that lets you demo it first.

Buy the best model you can afford for better cpu, don't worry too much about storage space (you can just encrypt you chit and put it on cloud storage). I bought new but definitely look at the used market.

i bought an ipad for procreate and i like it. i had been using csp for years and after trying a couple different kinds of tablets i tried moving away from drawing on my computer completely and i'm able to focus better because my computer has so many things to distract me from drawing and the ui is less clunky. it depends on the person though but it's worth trying at least.
