Wasn't this made in like 1998? The rendering is atrocious but it's understandable for the time since there wasn't much info about digital drawing.
Most of the charm is in the artist's style and skill.

This was clearly made using a very basic, probably in-house made, image editor. All you need is a rough circle-shaped brush and a simple opacity brush. The reason it looks so good is due to the artist's sensibilities, despite the lackluster tools. You can probably use the Ink-4 and the Basic Flow-3 brushes in Krita to get something very similar.

You can do do that with any actual software using the standard soft airbrush. Just download Krita, (free and awesome).

An old version of Photoshop (like Cs2) with Soft round brush at like 68-92% opacity.

Also draw and ink your sketches traditionally and before you scan, export and properly process them to PS for 100% historical accuracy.

Keep the rendering simple, just leave your lightest highlights as the background white, as if you were drawing with colored pencil on paper, and focus on your soft and hard edges without doing too much if any deliberate blending. Let the brush do all of the work.
