This was clearly made using a very basic, probably in-house made, image editor. All you need is a rough circle-shaped brush and a simple opacity brush. The reason it looks so good is due to the artist's sensibilities, despite the lackluster tools. You can probably use the Ink-4 and the Basic Flow-3 brushes in Krita to get something very similar.

If you arent retarded, you can create good looking drawings in any software. The standart windows paint supports layers which is everything you need to draw a picture like that.
