Should you focus on learning the fundamentals before publishing your art, or should you publish the art you create while learning the fundamentals along the way?
>>
depends on your goal(s)

NTA
I was an asshole in a niche community so I'd like to come back with a different name and an actual skill like drawing

>I want to have skill in drawing when I go back to a certain community
then gain skill in drawing before you go back to that community

i think this might be one of the worst orignal character concepts ive ever seen, i can’t find a single appealing thing about this

Depends.

A little bit of column A and a little bit of column B. You want to be able to have a gallery that demonstrates your skill to the best of your ability, with each piece being given your best effort regardless whether it's a simple sketch or a painting. As you progress and get better, you'll notice how much you've improved over the years and it's entirely up to you where you want to go from there. In my case I'm at a point where I'm satisfied with my figure and painting abilities, but no so much with environment and animal drawing. I also have unfinished sketches I'd like to turn into finished paintings but I'm really just waiting until I feel the time is right for me to start the painting.

Depends, some people get stuck feeling that they must constantly post on social media and thus spend all their time painting new pieces instead of taking time to study and improve, sure you're gonna get better just by painting too but not nearly as fast as you do if you spend some time to properly learn things, plus you could pick up some bad habits along the way.
If you are however able to balance things out and still find time to study then there's nothing wrong with creating a few pieces and posting them along the way, it can even help as a great source of motivation when you can look back at old pictures and see your skill improving through them.

The latter. Make sure someone calls you a worthless piece of shit frequently. If you start getting too much praise, post to a better audience. Good for the ego.

Not a troll either. So many people hide their art and only post when they think they have something amazing. But the reality is, it's either not good and they've been lying to themselves. Or they just never post because they're a shivering coward and utter failure of an artist and human being. There is no downside to posting bad work. It will either be forgotten immediately, or used as an example of how fare you've come.

Wtf is wrong with the feet? Why couldn't the artist just draw him tiptoeing? At this point he could have also just settled for human feet

Despite what the series turned into later, I've always admired the guy that drew One Punch Man. Dude knew he couldn't draw but he threw himself into a project with no foreseeable end so he could practice his art and comic writing skills.
Seems like he got tired of it since the story lost focus, but it also seems like he learned what he actually enjoyed making through the process, so he just switched over to making Mob Psycho.
Rare that this process would result in level of success he garnered, but it seems like a pretty foolproof way of improving as long as you're focused, just grinding out a big project and learning/getting feedback along the way.

fast internet demolished the purpose of publishing house, ie filter the retards like Howie, Cris, and countless other autistics, from going public with their beginner scratches on paper.

Fast internet is a blessing to /begs/

what are you afraid of, anon?
I got made fun of when I posted my shitty art at 13 on deviantart. They don't make fun of me now that I've improved. There is nothing wrong with showing your progress. Posting cringy subpar art just makes you human
