They exist but it's not as common (maybe 1 out of 5 or 1 out of 10). Usually it's literally because the commissioner is broke but still want to commission that specific artist. These dont get posted often

Consistency and content is more valuable than quality. I've seen absolutely dogshit artists who've been at it for 10 years and never noticeably improved who make bank off of comms just because they can shit dozens of them out in a day, and because they draw relatively uncommon things that have target audiences with low standards.

Maybe some guy's lines are really good for 100, and his color is an extra 100
But you could take the lineart and pay third worlders for color untill you hit someone you really like for cheap, maybe you could get great color for 20-30
It's like lego pieces or building your own pc, but in commissions

This is like marketing 101 retard.
You offer the stock options, and then show the buyer what they can get for just a few dollars more.
Heated seats, power steering, etc.
The auto industry has been doing this since before we were all born. You get the customer in the door with the cheap price, and upsell.

And this works even better if the customer LIKES what they see. No, you aren't going to upsell a piece of crap with rendering.
