I think with Black Africa's absurd population growth, Europe's slow decline and North African countries developing a little, North Africa will drift closer to Europe. Russia will be more drawn to Central Asia as their decline sets in. The Tatar yoke wasn't that long ago and the relationship between Moscow and that periphery will become more equal. They'll also be on good terms with the oil states as they're OPEC producers.So yeah, the second is much more likely.
