I can't tell if you are reading it やまい or はやい
But the "illness, unwell" meaning is much more common than the "fast" meaning

Like 悪疾、疾病、廃疾
If you encounter 疾 in classical chinese it will almost always mean "illness"
And so I default to reading it as やまい、やむ

The はやい meaning is basically only found in the word 疾走 which is a "mad dash," a run as if by an insane person

it's actually a derived meaning from the meaning of "nervous, jittery, anxious" derived from the "unwell" meaning
like 疾苦 or 疾視

Where 疾 is used to mean "fast" or something other than "unwell," I feel that it usually holds a negative connotation
like

This is the only example from the Analects of 疾 meaning "fast," where it obviously has a negative nuance

The 説文解字 also defines 速 and 迅 as 疾也 but defines 疾 as 病也

In most cases we use 外国人 for foreigners, people whose mother countries are not where they are currently staying or live now, or different from the speaker's (given s/he is not abroad). For example

異国人 is preferred in limited situations, like when the presupposed country cannot be determined. For example,

I deliberately used "a school in Japan" to clarifies that this is spoken in Japan by a Japanese student, not perhaps a school in India and only Sara is a 外国人. And also, with 異国人 the emphasis is not on the inner/outer distinction, which 外国人 makes, but purely on the difference of countries. They are 外国人 for most Japanese classmates and the two might look almost the same for Japanese people, but here that is not the point. That they are from different countries is.

tl;dr
In other words, 漢字 itself might quite simply sums up this discussion.
That is to say, 外 means outer, and 異 means different.

I would like to offer some advice about Japanese-to-Japanese kanji resources that are usually more useful than Japanese-to-English ones, and how to use

The first is the dictionary resource https://dictionary.goo.ne.jp/

If you search for a single kanji (1)
And then scroll down to the bottom of the results (2)

it will give you a link to an entry for that kanji in the site's kanji dictionary, if one exists

If you click that link, you will come to a page like this, with the most important information where I have highlighted in the red boxes:

(1) A copy of the entry for that kanji from https://www.kanjipedia.jp/
and
(2) The local デジタル大辞泉 entry for that kanji
(sometimes only 1 will be present and not 2)

The kanjipedia entry will show the 音読み and 訓読み, and if the 訓読み is outside the 常用 reading list, it will be listed after a [外], just like all of the readings here as this kanji technically has no jouyou kun readings.
Under the 意味 section in the box, it will list the various meanings the kanji has, in japanese (which you will notice also basically correspond to the list of kun readings)
And after each specific meaning it will give a list of Chinese 音読み compounds the kanji occurs in using that meaning, if there are any
If that meaning has an antonym kanji with directly opposite meaning, it will list it after that meaning after a [対], as with the 徐 here for the last meaning

The 大辞泉 entry (2) shows basically the same information, but in my opinion is more useful and easier to read

After each 音読み reading, listed after the [音], it will show specifically what type of 音読み that is, with (呉), (漢), (唐), or (慣)
The readings which are on the 常用 list, whether 音 Chinese readings or 訓 Japanese readings, will be in bold in this entry
Then it lists the meanings in Japanese, with relevant Chinese compounds, just like the first entry

The next resource is https://kanji.jitenon.jp/
This is my normal kanji dictionary if I want a Japanese resource

Each entry contains a lot of useful information, but the most important I have highlighted in the red box

It will once again give you 音読み (Chinese readings) and 訓読み (Japanese readings indicating the meaning)
If the kanji is on the jouyou list, the readings will be marked with what level of schooling it's learned in (小、中、高), or a triangle if that reading is outside the list

And then, a list of meanings under "意味" that mostly correspond to the 訓読み
that's because the 訓読み are how you say the meaning of the kanji in japanese
These are kind of like glosses, secondary readings, or ways of understanding the readings
For example, a 欠点 or くせ or 悪癖 is like a kind of やまい, and ねたむ is a kind of にくむ which is a kind of やむ
These meanings or glosses are important for understanding the original meaning of the kanji in Chinese and the ways that it's used in Chinese compounds

Sometimes, a meaning on the list will be marked with a 日本 marker indicating that it's a meaning unique to Japan and not an original Chinese meaning, which can also be useful to know

外国人 is preferred 99 percent of the time in everyday conversation.
From my point of view, 異国人 emphasizes that you're a person who came from a very different country in a cultural, religious, and linguistic way.
On the other hand, 外国人 means nothing more than a person from another country.

a short answer is
Answer1: 外国人 is always preferred.
but I felt it too short and ignoring why 異国人 is still included in vocab in modern Japanese.
So I should have additionally mentioned
Answer1.5: In old literature in Meiji or Taisho era (from around late 19th century to mid-20th century), 異国人 was more commonly used, I guess (I don't know the reason, nor the frequency 異国人 over 外国人).
Taking advantage of it being unusual, authors of stories set in a fictional world would prefer 異国人.
Answer2: Now about the example I gave. I built up an artificial and a bit awkward scenario where 異国人 would be better than 外国人 in today's Japanese conversation. With Answer1 being true, in such a scenario 外国人 must be unable to replace 異国人, which makes the setting complicated unavoidably and where 異国人 must refer to a different concept than "usual" 外国人, a foreigner. (otherwise the necessity would vanish).

Not really related but considering 外人 is another word for 外国人, there is also 異人 for 異国人. In yakuza game there is a place called 異人町 where yakuza from multiple countries live.
Also interesting goo.ne.jp also specifically said "特に、欧米人をいう。" for 外人 and "西洋人をいう" for 異人, but not the x国人 words.

Suppose it is after Sara and Ali have introduced themselves and told they are foreign students, and the following conversation is made between Japanese students.

This is undoubtedly interpreted as "Sara and Ali are actually foreigners". It is already obvious and add no information.
>サラさんとアリさんは実は異国人だ。
In this case, the listener would interpreted this as "Their nationalities, Sara's and Ali's, are actually different." This is meaningful information. And as I said before, usually we would say in different ways like "あの2人は実は出身国(国籍)が違うんだって。" instead.

First I admit I can't explain why. But I assume this would be one of rare cases where choosing 異国人 makes sense today.

Yes, in cities like Yokohama(横浜), Hakodate(函館), Kobe(神戸) etc. where many Westerners visited renewed Japan in early Meiji (from 1868 to 1912), several places/buildings having "異人" in their names where those foreigners lived and/or used are preserved even today and give sight-seers historically romantic vibe.

I've been studying japanese for about 6 years now. It was mostly as just something for my hobbies, but I started really enjoying it and made a good amount of progress. I've been to japan 5 times now and really loved it. I met real japanese people, and they've become good friends despite the language barrier. I was able to communicate with them - not very eloquently, but I could carry a conversation at the very least.
All that said, since I got back from my last trip in February this year, I have absolutely no inspiration to keep learning. I haven't done my drills in either vocab or grammar at all. I'm still paying for weekly lessons, but my teacher and I are just really friends now and we spend most of the lesson time talking about anime (in japanese, mind you) rather than actually learning
Am I fucked? I feel completely overtaken by apathy. I hate memorizing new kanji I'll never see and I'm therefore not really increasing my speaking vocab all that much either.
