This is a misinterpretation. Lisbon was still the capital of Portugal. What happened was that because of the war in Europe, Rio become the imperial capital of the United Kingdom of Portugal, Brazil and the Algarves, which was when Portugal elevated it's colonies to the status of kingdom alongside it
