In other words, the productive forces has to be advanced enough to create the material conditions necessary for a higher stage of socialism. the 1980s they were still a technologically backwards agrarian society and both Deng and Mao recognized that Marx's idea of socialism is not the same as socialized poverty, the goal was always to advance the productive forces to change the economic base. This is fully in line with marx, as Marx said socialism could only come out of an advance society.In the 1980s, Deng never liberalized the superstructure either. He kept the leninist party structure intact. He didn't liberalize Mao's land reform. Market liberalization was introduced very gradually and Deng used SEZs with strict legal and regulatory frameworks for foreign investors. Even today, almost of all the largest twenty companies in mainland China are all state-owned. The most critical sectors are monopolized by the state like banking, oil, telecoms, steel, rail, forestry, utilities, mining, ocean shipping, heavy machinery, ship building, etc.
