Because the last proper Olympics was London and since then it's been in a low-key death spiral between the Rio fiasco and Tokyo happening during Covid. People have tried to make it political, either because Paris is a shithole full of darkies or because of some Israel-Palestine shit but the reality is there have been many successful events in worse countries and Parisians themselves could be expected to suck up cheap tickets. But unlike F1 in recent years, there's no hype for this and nobody knows the storylines to get invested in particular events.
