I think Japanese people just don't like children/babies. They see them as a public nuisance. I've seen videos from Japan of people kicking buggies and hitting them with umbrellas and shit, even though it's not affecting them in any way. Here people generally like children/babies and will be kind and considerate to you if you have a child
