Buildings like that were commissioned by some wealthy private person who wanted to flex. Most construction is just mass produced by developers, and the construction techniques are geared towards that as well, with designs that are fast to manufacture and construct. On the other hand, even if someone wants to construct an extra fancy building for themselves today, the construction techniques still apply. They won't hire some artisan mason, those hardly even exist. A fairly modern equivalent could be something like Trump Tower, although that's already 40 years old too. But it's a building designed to one particular guy's tastes, particularly the interior. That's the thing too, styles and tastes just vary depending on the time. A modern Bugatti is very different from a Type 57 from the 1930s
