That interim period in the 1930s was how they worked before opening up, it was government by assassination and constant scheming. The shogun was so weak that the western powers eventually started backing daimyo and seduced them with promises of conquest, weaponry, and power. Incidentally that's how the Portuguese baited Nobunaga into unifying Japan.
