Most construction workers that aren't SEA in Japan are 65 and over. The main thing Japan has going for it is that their cities are new, but gradually they're going to need people that can actually work the jobs that prevents cities from deteriorating into favelas. I guess importing more SEA would work, foreigners can't tell the difference anyway and they'll be like 'wow Japan is all Japanese, very homogenous' even if it's 30% SEA.
