Ours used to ring your doorbell and if you lived in a house/bottom floor at an apartment building they would snoop around and try to look in through the windows and spot a tv. I once got a mail that an ”operator” had seen a tv in my apartment and that i now had to pay the fee, but i lived on the 5th floor and it’s was impossible to see into my apartment so i had to call them up and tell them to go fuck themselves to be written off again

Well by the nature of the letter you're more likely to get one specifically because you don't watch TV. It does cover the otherwise "free" on-demand video service the BBC offers as well.
Haven't used it in a while but when you sign in to it I think you can just use any post code and say it's your address.
