That's how democracy works within countries, but the EU isn't a country, it's primarily a trade association of countries. Countries have to make major changes to their political and economic systems in order to join the EU, changes which take place over decades, and if a country did that entire process only to have its interests ignored by a simple majority in a democratic vote, then what was the point of joining the EU if they gave up their sovereignity only to be treated as if they were just another province of a country?
