Visual novels are themselves not categorically the same as novels or they would be referred to as such customarily, sold alongside books and ebooks, etc. It does not reduce ambiguity to arbitrarily assign them to the same category as books or games and insist on their being treated as one or the another; on the contrary, it simplifies and make opaque the fine distinctions between books, visual novels, and video games. People who use 'play' are not mistaking books for video games but following along with the conventions of a relatively young artistic form. There is no epidemic of zoomers talking about 'playing a book' due to the pernicious influence of Fate/stay night becoming available on Steam. One is clearer and more precise when these fine differences are acknowledged, not when they are flattened over by insisting on a restrictive usage where there is not even a loss of meaning nor understanding.

Effectively no one thinks VNs are video games in any systematic way, but that their audience shares some common vocabulary with video games is not very surprising since they are derived not from novels or CYOA books but from Japanese adventure games, and are sold alongside video games. The common name for so many of these works remains 'eroge' in Japanese. This of course does not imply that they are 'really games', only that it reflects their genetic relationship to and origin in game development. It is harmless.
