The problem with RE-BOOT is that their initial submission to Steam wasn't cut down enough and that the second submission was viewed as a resubmission despite being submitted by a second publisher and thus wasn't looked at. The most tame eroge with a school setting would likely end up banned if it isn't properly cut down enough for a Steam release and ends up with certain reviewers at Valve, while stuff like Nukitashi can be released just fine if the Steam build is cut down enough.

Tokyo Clanpool was banned at the same time as RE-BOOT, despite being an ESRB-M rated title and having no R18 version, because all ages titles (especially from all ages publishers) generally don't look to cut content and thus the uncut version was used for the Steam build and whoever reviewed it rejected it.
