I'm not even sure what kind of question this is supposed to be. There's never been something that represented the entire series beyond the title theme's musical motif, let alone a specific character or youkai. Even Reimu doesn't really embody the themes of 2hu and she's the MC.

Seeing a human sage for the first time in some future game though would also be huge, or maybe some obscure non-Japanese monster/cryptid.

Leave some clues and hints that point to maybe 2 or 3 places and let the community speculate. Touhou lore feels so damn shallow for a lot of characters/things. The big focus on the "mystery" stuff really feels like something that inhibits story telling potential.
