Hakugyokurou, the sprint map, doesn't have enough time for many characters to get their Spellcards off, and some are just too slow to keep up. It's mostly personal preference for Spellcards, like if you want to make someone mad you pick Sanae and pop off right before they cross the finish line on last lap. There's also nothing stopping you from doubling characters if you want to either be consistent or swap boost a lot.The real answer is whichever character you like best.
