I was thinking about what Kasen does as a sage, which people always seem to be confused by, and remembered this bit in Oriental Sacred Place where Kasen guides some wolf youkai into not eating humans.Since Miko said her hermit arts were apparently even much greater than Miko's, my guess is that part of Kasen's job as a sage is pacifying the youkai in Gensokyo so they don't need to eat humans and generally don't act out too much. Though that may just extend to animal youkai. It also fits with her talk about being an ally of humans, which she has no problem repeating to Yukari in private. She probably specializes in wringing the malice out of youkai, like how she lost the malice of herself with her arm.

That'd make all the sages space manipulators in some sense at least.
