If you saw that kanji with ぐ added it would have a different meaning. This isn't nonsense that's just how words work. And there shouldn't be any confusion because while ikusa is a possible reading of 戦 there shouldn't be any room for confusion because you'll never see ikusagu used to mean to sway in the wind.
