You're half-right (as in, her ability only has a chance of activating when she physically speaks) but contrary to popular belief her ability isn't to make it so that the opposite of what she says happens. Her ability is to reverse the fate of anything she talks about.

Simply put, let's say you have a car whose fate is to be involved in a car crash. Its' fate is set in stone, it is DESTINED to be involved in this car crash, not that anyone knows about it, of course.

If Sagume were to say "this car will be involved in a car crash", then the car will no longer be involved in said crash.
However, if Sagume were to say "this car will not be involved in a car crash", then the car will STILL no longer be involved in said crash, because she merely talked ABOUT IT, the car was the main topic of the phrase and as such its' fate was reversed, whatever its' fate may be.
Hell, I even think if Sagume said something along the lines of "this car is red", it would still reverse the fate of the car regarding its' crash.
Of course, what makes her ability so dangerous is that she doesn't know just how it will activate, or if it will even activate at all.
I may have misunderstood it slightly but I'm 99% sure this is how her ability works, and even if it isn't, it's still much closer to the truth than "The opposite of what she says will happen".

This is why in LoLK, Sagume tells the heroine of the Lunar Capital relocation plan, rather than of Junko's invasion. Being in charge of it, she would know better than anyone whether her own plan would succeed or fail, rather than second-guessing the results of Junko's. By having her plan fail, Junko's also indirectly failed, and the invasion of the Lunar Capital was thwarted. Kind of a scary thought, honestly, because this means that, had Sagume not spoken about it, this all but confirmed that Gensokyo was fated to be defeated by the Lunarians during LoLK.

It's not so much that, but her taking a big risk in trusting in the heroine's ability to stop Junko.
A key part of her ability is that despite its immense power, she has no real control over how it will be reversed. She hoped that the reason for the imminent failure of the Gensokyo purification plan was that it would be no longer necessary due to Junko's defeat, and it did work out for her, but if it hadn't, and the actual reason was some of kind catastrophic rabbit fuckup or something, then the Lunar Capital really would've been S.O.L., and Junko's victory would've been only all the more certain (though it's not as if relocating to Gensokyo would've worked out in the longer term, either).

In your car crash example, for example, invoking her ability could lead to anything from the driver deciding to drink one less beer, or having the car checked and discovering the damaged brakes, or having a potential collision avoided because another driver slept in, or even because the driver got hit by another car while they were crossing the street and the original car subsequently wouldn't be used.
It's just a super dangerous ability to use, which is why Sagume typically keeps her mouth shut at all times, making her the ideal woman.

I never stopped to consider this, but now that you bring it up, it made me reconsider and theorycraft about her a bit more. I'm pulling all of this out of my ass, but I think that, all things considered, it makes enough sense.
Basically, I think that, regardless of how Sagume's ability works, the universe will always make sure that it takes the path of least resistance in order to reverse the subject's fate.

I'm saying this because, sure, trusting the heroine was a gamble, but perhaps she was keeping in touch with how Gensokyo's Invasion was developing, and in doing so, opened her mouth at a time where the invasion was going SO WELL, that the path of least resistance for it to fail really would just be the fact that it would no longer be necessary, rather than a fuck-up by some random rabbit. She simply opened her mouth at the right moment, neither too early nor too late.

The only thing that insinuates that Sagume was involved is Hecatia claiming as such, but given that she clearly has a chip on her shoulder regarding the Lunarians, she's really not a reliable judge of character when it comes to this particular subject.
Characters just say things, it doesn't mean it's all truthful.
And Aya is well established as someone who is not nearly as honest and truthful as she claims to be. She completely buried unfavorable stories like the interview with Okina and the one about the red snow because it made the tengu look bad, so do you really think it's more likely that Sagume (who outright helps during Grimoire of Usami) would go out of her way to make some two-bit tengu write a shitty magazine than that Aya came across a popular sensationalistic outside world rag and tried to use its brand of "journalism" as a template to bolster her own failing publications?

In fact, no. Hecatia never claims it outright, she is the one insinuating such and also considers Aya as probably already compromised. However, Aya links those insinuations to Sagume via independent investigation after the interview and also see the parallels between Bunbunharu's admittedly dubious truths and urban legends from ULiL incident. We know that ULiL was of Sagume's design. It's not farfetched to consider Bunbunharu writtien under Sagume's influence, as a part of a wider plan. Like I said before, the extent of meddling is debatable, as well as whether Aya was specifically targeted (probably not, she was just a proper reporter in convenient time), but lack of any meddling seems truly improbable.

As per Aya's own words in Double Spoiler:

The idea of her being a "pure and honest" reporter is just an image she tries to present for herself; when she thinks nobody is watching, the much less flattering truth reveals itself.
Her "independent investigation" of Sagume also amounted to nothing of any substance. All she learned was that there's a Lunarian who could theoretically, hypothetically, potentially, do such a thing; that her name is Sagume Kishin; and that she had already been in contact with her (when she took the picture of Sagume visiting Eirin).
There is nothing about actual motivations for Sagume to have done such a thing, nor what she would've hoped to accomplish by doing so. Furthermore, Aya only could've met her after the Junko incident was already resolved, so there was no ongoing crisis to justify any of that.
And from a meta perspective, Aya's decision and reasoning, as written by ZUN in AFiEU, are clearly framed as being entirely of her own choice with the accusations against Sagume blatantly being an excuse to shift blame away from herself:

She has lows like that and highs like Yukari article from BAiJR. Aya is far from some paragon of morality and sometimes does questionable things, but ultimately she has a backbone. The very AFiEU shows this, as she cancelled Bunbunharu out of her own volition. Hecatia considered her a lost cause during the interview. Do you consider only flawless people as good people?

But despite this Aya somehow correctly conjectures that Sagume was connected to ULiL. While Aya is stated to be intelligent, she still needed to somehow notice the patterns and connect the dots, so I'm willing to assume that she knows a little bit more then she writes, not oversharing because it didn't matter beyond allowing for that conjecture.

Like a ripple a from stone thrown into lake, some of the effects of Sagume's meddling were almost immediate, while others could have taken place way after the reason for the meddling was already dealt with. She doesn't control her powers once released out of her lips, after all. And even without Sagume's powers, simple intrigues can have delayed response, coming to fruition once no longer needed.

Yes, she is going defensive through the whole cancellation notice, right until PS adressed to Akyuu. But because she is trying to shift all blame on Sagume at the end of that paragraph, doesn't mean that all blame is on Aya only. Aya is over-correcting, because she knows she should have been better. Yet, she is doing that in all previous paragraphs of cancellation notice and during debunking her own articles few pages earlier as well. And while those texts certainly down-play Aya's guilt, none of them are straight up falsehoods. I don't see a reason why she couldn't be in some, non-absolute way, influenced by Sagume. Knowing this, she later exaggerates that influence to save her face, but I just can't see this as a full-blown mystification. Not so shortly after Aya had experienced an unpleasant lesson about writing false information!

That's not true. With how vague Sagume's power is in its inner workings, perhaps it is in some sort of flux until whatever event to be changed finally happens. Before that event, the power seeks a way to accomplish the change in fate, pulling in many possible directions and ultimately using whatever way is the most convenient. Besides, considering how free will and fate (determinism) interact in the first place is quite a gruesome task with real world philosophy branch dedicated to it. I would advice caution before providing such strong assertion in this subject.
