IIRC, fines are only issued if you can reasonably be thought to be impersonating a soldier (so presumably full uniform with insignia). I've never heard of anyone getting fined for wearing a pair of M84 pants while hiking or his Arktis jacket off duty or whatever.

During the 30s and 40s the Soviet Union more or less did that, having ~.311 diameter 7.62x54mmR, 7.62x25mm and later on 7.62x39mm.

It has been said that they did this specifically so they could use the same tooling for pistol/SMG barrels as their rifle/MG barrels. Or even recycle worn rifle/MG barrels for SMGs. They do have similar twist rates so this is theoretically possible and maybe something along these lines might have happened in WW2 given a dire need for weapons and a shortage of everything. There is hearsay of this happening during the Siege of Leningrad but not much actual documentation that I can find.

Either way I don't think it was intentional. 7.62x54mmR was a holdover from the 1890s.
7.62x25mm was adapted from 7.63x25mm Mauser (soviets really liked the C96 and used them in large numbers during the interwar years).
7.62x39mm was cut adapted from 7.62x54mmR much the same way that 8x33mm was derived from 8x57mm Mauser.
Perhaps the thought of tooling cross-compatibility or recycling barrels was a bullet point on the list of reasons to keep the bore diameter the same, but the leading reason would have been convenience. There wasn't a strong reason to alter the exact bore diameter since it was close anyway and it allowed them to work with what they already knew for better or worse.

Later on when developing calibers like 9x18mm and 5.45x39mm it would not have made sense to restrict themselves to the same bore diameter across different weapon systems. They had their reasons for developing each of the above, and maintaining the same bore diameter across different calibers with different roles was just not important. That said, I think the thought remained in their heads. They designed a 5.45x18mm pistol cartridge for the PSM pistol alongside the AK-74, but it never saw much use.

Bigger problem in laser dogfighting would be blinding. With normal cockpit canopies it will be permanent blinding of the pilot. The canopy could be made to darken or filter the laser but the pilot will still be blind in that direction and a powerful enough laser will still damage it. Next step would be to ditch the canopy and go with cameras with automatic shutters all over the airframe so blinding one doesn't leave the pilot or drone system completely blind in the attacker's direction.

There's no margin where a human can see something but a sensor can't guide a missile into that something. Even if fighters end up lobbing massive armoured missiles at each other from 5km away because stealth, hardkill and softkill are so completely dominant that you literally cannot acquire an aircraft beyond that distance or engage it without having your missile hardkilled/softkilled, that still leaves guns as a tertiary weapon at best because missiles end up performing like guns except they can be launched in every direction and have a far less limited payload or velocity.

You probably want some shutters and stuff on the EO/FLIR/whatever but you're right that opaque cockpits are the future in this scenario.
Are you sure you need optics in a dogfight though?
I think it would be possible to design a sensor-fusion system that would give you situational awareness at dog-fighting ranges without necessarily needing blindable sensors.

The advantage of the fighter in that scenario isn't sensors, it's armour. Or at least having enough mass, active cooling and passive heat pumping to distribute thermal energy such that lasing it isn't very effective.

That's a possibility, it makes your missiles chunky though so you do get back to WVR missile fights at least because your missiles need the fighter's fuel tanks to get within engagement range while still carrying armour etc. Their own fuel lasts less because of the added weight and adding bigger rocket motors means an even bigger missile and the rocket equation comes into effect.

You're saying a fighter is a missile that kills with bullets but it's a much more efficient flying machine than a missile.

Why don’t all countries just acquire nuclear weapons? If sufficient numbers of countries take this step then all threats of sanctions from non-compliance lose their significance. I like your rig, easy to put on, not too deep, can easily attach hydration on the back or a backpack, all you'd really gain from the caf is an extra row of grenade size pouches on the mags and the small gp on the utility pouches. Probably not worth, maybe you could ghetto rig an extra pouch on your current setup.
