DA/SA revolving shotgun with a Nagant-style gas seal system. You don't even need to invent a proprietary shotgun shell because brass shells already exist and they could provide a decent seal once they lock up with the breach. Also, make a SA version that can be fanned since slam fire shotguns are so rare these days.
