You're never going to achieve enough mass to seriously degrade the military capability of the United States through drones alone and certainly not in 1 wave. Nor will it enable any kind of serious offensive action. The US is separated from its geopolitical rivals by two massive oceans and no one has A) the naval compacity to decisively defeat it's navies on the open sea or B) the sea-lift compacity to move an invasion force.

Even small motorboats won’t escape detection given the number of sophistication of sensors watching the ocean. So this attack is possible, but it’ll be difficult to set up and escape is virtually impossible.
