If it were me I'd probably go with a fixed 4x prism and a stacked/offset dot eventually. With your budget you may be able to swing an OK dot and a cheap magnifier. Magnifiers tend to have shitty eye boxes (and more bits of glass you have to keep clean) but they're not terrible. A cheap but alright LPVO may be more suited to an 18" barrel, you'd have to decide if you wanted to go "recce" with a 2-12, or GPR with a 1-6.
