Yeah, SK is indeed turdworld-tier in both civilian and military satellites, still has a hard time putting even a tiny experimental satellite into orbit on its own, relying on foreign satellite launch services like SpaceX.

Japan on the other is a major player, operates 200+ satellites, of which at least 8-9 are operational "Information Gathering Satellites" which is a legit military spy satellite system in all but name consisting of optical and radar satellites (to monitor Korean peninsula 24/7 lol) so your list is wrong.

Information Gathering Satellites are for all intents and purposes military satellites, a literal military grade space based reconnaissance system dedicated to monitoring military activities in Korea and China, missile/nuclear activities in NK in particular. The only reason it's sometimes not counted as military is because it belongs to the Cabinet instead of the JSDF, a scheme needed to appease the sensitive pacifistic public opinion of the time. Also even this list is incomplete, fails to include IGS optical 6 and 7. Combined with dual-use ones, Japan operates something like a dozen of military satellites as of now no matter what names those are referred to as, and their new constellation is military monitoring/targeting satellites as well.
