Because thermobaric bombs only really are effective when the bomb gets big enough where the shockwave is killing you instead of the shrapnel besides for very niche situations

i dont think it would need to be that different in terms of casing than an HE round. also HE rounds often fail to set stuff on fire which limits their effectiveness
