If your oil storage hits capacity, that means you have to offload oil to foreign buyers (often at rock bottom prices), or freeze production (which would be a death sentence to Russia's ailing oil infrastructure). Not to mention, oil depots require their own specialized equipment and materials to safely store oil, that can't easily be replaced due to sanctions. And since this depot is in Luhansk, that's one less depot that can supply the local Russian forces with fuel.
