That's because Russia only has so many air defense systems, and they're mostly being used on the front. If they pulled them back, they risk having the air-superiority stalemate swing decidedly in Ukraine's favor, which would be very bad for Russia. Aside from all the oil that's lost in the fire, oil storage capacity is a legitimate concern for oil producers that is just as important as refining capacity. If your oil storage hits capacity, that means you have to offload oil to foreign buyers (often at rock bottom prices), or freeze production (which would be a death sentence to Russia's ailing oil infrastructure).

Not to mention, oil depots require their own specialized equipment and materials to safely store oil, that can't easily be replaced due to sanctions. And since this depot is in Luhansk, that's one less depot that can supply the local Russian forces with fuel.
