Either the vinyl or stuffing or something is no longer available. I'd guess the factories that made saddles or the vinyl for them were in Ukraine or another soviet country and were purchased before the war and now sanctions prevent it.
I think it's the factory because a factory could substitute leather, canvas or other materials for the vinyl but nobody's done that in this case.

You must understand the Soviets were preparing for WW3 as if it'll be WW2 with nukes. They stored everything and only gave away things or scrapped them if they were entirely useless like prop planes. When the USSR fell Russia inherited all that stuff and hasn't managed to sell it off or scrap it after three decades. Literally 90% of congressional incumbents get re-relected. Ninety-fucking per-fucking-cent.
This is because of gerrymandering. With gerrymandering you dilute one party's votes with another. So those districts are mixed, but the other districts are faaaaar to the right (or occasionally, left. it's like 60-40 right gerrymandering).
So you end up with MTG and Lauren Dumbfuck because they represent districts that are so safe that if you win the primary you will win the general. Hell, many gerrymandered districts don't even run an opponent. It's not worth it to even file the paperwork to unseat the incumbent.
So if you don't have to really compete in the general, you have NO incentive to tone it down in the primsry. The most radical, rabid, foaming-at-the-mouth candidate wins.
Gerrymandering is destroying our country and making political deadlock inevitable. Having 90% of your representatives not having to compromise ever because they are in safe districts means they can do whatever they want. They just have to win the primary, so no compromising with the other party is necessary.
