you loose the advantage of altitude but theoretically you can park it somewhere in the middle of the ocean with little warning, leave it there for longer than a plane could stay in the sky, and then fly it somewhere else in a hurry.

How it'd work is when the cruise missile gets close to the target, it dives into the water and uses some of the excess heat/thrust from the rocket engine to evaporate the water infront of it. That way it doesn't directly touch the water and can fly faster. But underwater. Kinda like that Soviet Torpedo that moves so fast it boils the water near it so it can move even faster but even more crazy.
