The F-20 looks kinda underwhelming compared to the JAS-39 desu.
They both use the same powerplant but SAAB was seemingly able to do much more with it.

did the F-16 2000s blocks need room for external strakes-pods of upgrades, likewise with F-15 (F-20 was absolutely not meant as 'comparable' / 'in conformance' / 'similar platform' to F-15/-16 design capability or mission profiles)
It was an excellent low cost limited missions small footprint design that could have been sold to many nations and suited their mission needs, also as a top gun adversary for usaf/usn and as an advanced trainer.
That's not the 21st century pentagon/MIC procurement model, however
