You guys seriously don't get it. Politics rules war. It's not about "effectiveness", it's about clearing out the prison population and maybe even giving them something useful to do before they die. These days unskilled labour isn't as useful as it was once, but the war has shown that minefield detection and clearing is still needed. The Germans, fools that they are, used their prisoners as professional war crime batallions, while the Soviets used theirs for exactly what I said. The possibilities are endless. Detecting enemy positions for artillery strikes by running into them, clearing minefields by running into them, sitting in trenches absorbing artillery fire, anything with a 99% casualty rate that you don't want to waste your regulars on with the added benefit of easing pressure on your country's treasury.
