The Irish wanted it as did the Russians, it was being sold by an unnamed third party. It fits a decently sized case. They are in France. It's not shit to make a dirty bomb or the CIA would care, and there would be English agents after it if the IRA wanted it. Interpol would also likely be in on it (which is what I thought Vincent was on my first watch). So my guess is that it is blackmail material of some kind.

I really hated the 2nd Bourne film. I'm not sure I want to watch the 3rd.

The first is a spy thriller with ambiguous motives, and the second is a generic action movie with obvious bad guys.

the first was the best of course, particularly when it first dropped and shakycam quickcut action was an innovation that blew us away (at the time). contrast it against even Ronin, considered quite thrilling and action-packed, but pretty conventional camerawork at the time

if you didn't care for the second you might not appreciate the third. I did, because I was invested in the plot of the second.

I liked the ambiguity of the first. An assassination program is what the CIA would do and there's the motifs of sacrifice and duty and how they no longer applied to Jason Bourne because of his amnesia. Also the characters are on the back foot the entire movie, being chased.

Now all that's gone. Here comes Matt Damon superbadass who has to take down the obviously immoral and corrupt secret assassination program because obviously the good guys would never do that sort of thing. It was just dull and predictable; a prime example of Hollywood ruining a good thing.
