Reliability and mass production far beyond what a militia could make. Also, higher capabilities in other areas such as surveillance, speed, and durability during operations. It also leaves room for improvements in design and other variables such as battery life.

Basically, whatever can be made in a garage can be improved with factory production. Also, it takes specialization and expertise to make drones; even with kits and homebrew designs, you need people smart enough to put the pieces together and operate those drones.

Mass production of "ready to use" drones will print money, as producing drones takes valuable manpower away from other projects. Why spin-up drone production when you can just buy them on the cheap and use your specialized manpower elsewhere?

We also have to consider the capabilities of these drones for causing damage. Building an anti-personnel drone is relatively easy but building an anti-armor drone is much more difficult without specific munitions being available. If you're army has limited ATGMs for example, drones are a much more viable solution to ensure your infantry has some anti-armor capabilities. Considering advanced ATGMs can run into the millions per unit, drones are a much cheaper option for similar capabilities.
