yes but being a leased body sent to work abroad is a special privilege reserved only for the most trusted. they could be average draftees sent to be meatwaves but I suspect they aren't. they probably aren't remfs either, but they're going to positions in Russia to free up Russians for offensive operations, and Russia currently has the initiative. it's a decent counter to the kursk offensive which had the goal of tying down russian troops otherwise headed to Ukraine, nork units will free up units from quiet sectors to head to the "eastern front."

in that sense it is important since 10k norks means 10k more Russians on offense.

Not really because the North Koreans can cut off that supply of manpower at literally any time.

Also North Korea has a population of 26 million and already has to commit huge numbers of troops to guarding the frontier with South Korea, so that drastically limits how many men can realistically be sent even in ideal circumstances.
