Maybe the best COA for you would be disguise your training as sport activities.
Countries who are strict in matter of weapons may still let you have a shotgun if you are a hunter or a 22LR carbine if you practice sport shooting.

To answer to your question, I would equip my team with shotguns and 22LR carbines.
A homemade SMG in 22LR would be a nice addition.
