So if your sensor is very cold everything else is much hotter by comparison allowing the sensor to pick up heat signature from much further away. Also if an object has nearly the same temperature as the sensor it would be harder for the sensor to pick up it's heat signature. HOWEVER Technology now is much more advanced than back in the 90s and the programs that are used to identify and lock on a target are far more advanced as well as the sensor themselves are much more sensitive being able to follow signatures very precisely which likely means that there is not so much of a need for an item to have a large temperature difference with the sensor to be easily locked. So cooling these days is not really needed anymore, at least not at the MAX range of this weapon. Cooling has its disadvantages too: more weight, more costs, uses a lot of battery power, needs quite a bit of time to be used after turning on as the sensor need to reach a stable cooled temperature and it is an extra component that can potentially fail. So today cooling is likely not necessary at 3-4km ranges as it can be replaced by better target recognition programs and better sensors that can recognize and lock a target even if the heat signature is more blended in the background or much closer to the sensor own temperature. Cooling would likely only be necessary at much longer distances these days.
