Officers have to buy their food separately instead of it just being part of what the government supplies. Since the mess is purchasing food using the officers money sometimes it is better than whatever navy supply sends out to the ship but it's not like Gordon Ramsey is cooking for the wardroom. Biggest advantage is officers usually pay the CS or cranks directly a set amount every week or month to cook for them if they want something different.
