A good design program will only cost a few tens of millions, nothing to a western economy.
As for building your own engineering talent it's a capability best grown slowly because if you throw them in the deep end with no major project experience you end up with an expensive clusterfuck and a defence capability gap.

A fighter aircraft requires like 30-50 billions in R&D only, a modern submarine shouldn't be that far off. A few millions for the blueprints themselves, perhaps.

It's geopolitics. Italy and france are allies in name only, they compete in a lot of sectors and having a somewhat self sufficient defense industry gives france an edge when it comes to soft power and decision making in bruxelles.

The point is that a nation that pioneered submarine warfare alongside frogmen and manned torpedoes should prioritize the development of said branch of the navy over, say, ground forces vehicles like tanks or IFVs. The fact that they don't and instead decided to fund domestic projects which they hardly have any experience about (like the ariete tank) befuddles me

Ontop of that the french understand the need to grease the wheels and are adapt at bribing who needs bribing to make the deal happen, which, after geopolitics is the deciding factor in sales.
Performance of systems is often not even a factor at all as long as some very low baseline is met.
Being the best option on the market is not really a big selling factor.
That only works for relatively small cheap deals, like the handful of leopards germany sold to 30+ countries because a few tanks is below the geopolitics bribery thresholds. Germany could never sell a jet fighter to anyone even if it could teleport and had quantum warheads.
