Given that the result of this process pretty much almost always results in a healthy transition in late teens, and in the few cases where transition does not take place there is no long term harm once puberty is allowed to proceed normally, everyone is actually pretty happy with this. The issue is AFABs can't take puberty blockers in adolescence with a high chance of sterility. Which is why we don't give them puberty blockers. We just give them birth control to stop menstuation and let them dress as boys until they're old enough that we can sure it's a genuine case, and then (if they want and most don't) we give them testosterone to masculinize them.
