The best description I've heard is it can be both the best and the worst country in terms of acceptance, it really depends where you are and who you interact with. Also consider that nowadays people feel pressured to say they're ok with it to an interviewer even though that might not be the case. Most foreigners would probably never step outside Rio/São Paulo anyway but don't make the mistake of thinking that represents the entire country, it doesn't. And I very much doubt they asked people outside major cities.
