Not sure about Seattle but im in Portland and the maximum you can spend a month on public transit is $100. After that all public transit is free for the rest of the month.

The system is okay—I’d say that it could use a lot of improvement but I use it all the time and I can get around just fine. Coverage is very good

public transit in pdx is amazing. good buses. we also have the street car(tram), max(light rail). i take it more than i drive. its super easy to get around but not perfect. better than most american cities. being a nurse in pdx youd have good choices for living in portland and everyones so used to trannies here. only downside is the pooners and theyfabs are awful

seattle can def be made affordable. i male $27/hour and pay $1100/month for rent at a place that keeps up with maintenance and is right next to a bus stop and lots of bougie little food/coffee places. Moved here from Texas and don't regret it one bit.

Go for one of the smaller cities, imo. Like, Vancouver or Salem or something. It;s big and left and blue enough that you will be safe, but the rents are a little lower and it's easier to get a hold of jobs.
